Cygwin is an easy package for simulate Linux envinroment and tools under Windows platform. For run openssh server on Windows we need to do some additional steps. 1. The first thing we will do is install cygwin with required tools. While installing cygwin only the minimal base packages are installed by default. You can chose setup of additional packages by selecting them on the install step.
